Jean Orelien, DrPH, MStat
President & CEO
Dr. Orelien founded SciMetrika LLC in 2001. He has more than a decade of experience as a senior statistician and project manager on projects funded by agencies of the Department of Health and Human Services. He is an expert in the development of sophisticated statistical programs, the utilization of statistical methods to analyze epidemiological data, survey analysis, and the use of SUDAAN and SAS software.
Dr. Orelien received his doctorate of public health in biostatistics from the University of North Carolina at Chapel Hill and his master of statistics from North Carolina State University. He has authored a number of technical and scientific papers and presentations and is a member of the American Statistical Association and the American Public Health Association.
David Anderson
Chief Financial Officer & COO
Mr. Anderson is responsible for all aspects of operations for the company not related to projects with the exception of Human resources including finance and general administration (IT, purchasing or facilities). He brings more than 20 years of accounting, financial and budgeting experience in both the combined federal government and commercial sector. Mr. Anderson has worked for small and large government contractors in various senior roles ranging from controller to Vice President of Finance/CFO. His career which has included being an owner of a successful business has equipped David to help SciMetrika deal with the challenges related to its growth strategy. Positions that Mr. Anderson has held include Project Director with NeoSystems Corporation; eight years with DCA Management Services, Inc. in Northern Virginia, first as their Controller and later as Vice President of Finance and Accounting; Asst. Controller with Dongsung America Company in Fredericksburg, VA and as C.F.O. for the Builder's Group in Annandale, VA. Additionally, for nine years, David owned and operated a successful small business in northern Virginia.
Nichole Kagwisa
Business Development Manager
Nichole H. Kagwisa is a results/detailed oriented, high-energy, hands-on business development professional, with a successful record of accomplishments in proposal management, project management, proposal/technical writing, editing, and quality assurance and business analysis. She has a proven record of developing winning proposal solutions helping teams win multi-million dollar contracts valued up to $85 million. Her areas of expertise/specialization include proposal management, proposal coordination, compliance, responsiveness, and communicating best value features of proposed solutions.
Jessica Lazenby, MSPH, JD
Director of Contracts
Ms. Lazenby has a formal background and training in public health and law. She has extensive experience in providing management consulting services, including coordinating and facilitating peer reviews as well as conducting literature reviews, especially for the Centers for Disease Control and Prevention (CDC).
Ms. Lazenby received her juris doctor degree from the School of Law, University of North Carolina at Chapel Hill. She is a candidate for a master’s of science in public health degree in the Department of Epidemiology at that university.
Lisa Lipscomb, MA, PHR
Director of Human Resources
Ms. Lipscomb is charged with recruiting, developing and retaining our human capital which includes both employees and our consultants. She has more than 17 years of human resources (HR) management experience within the financial services, manufacturing, engineering, and staffing industries. Ms. Lipscomb has served as an HR business partner creating competitive advantage and high return on investment by aligning HR initiatives with the overall business strategy. She has created and executed innovative programs to recruit and retain high potential talent. Throughout her career, she has leveraged technology and reengineered processes to streamline operations and improve services. As a results-driven professional, Ms. Lipscomb has designed and built HR infrastructures that positioned her past employers for increased profitability, expansion, and growth.
Kyle P. May, MS, PhD
Director of Public Health Operations
Dr. May is responsible for overseeing the technical direction and successful completion of all projects in the division of public health. He is also responsible for overseeing the development of personnel working on projects in the SciMetrika office and in government locations. Dr. May received his bachelor of arts degree in biology from the University of Colorado at Boulder, his master of science degree in biomedical sciences from the University of North Texas Health Science Center at Fort Worth, and his doctorate in public policy (emphasis on health policy) from George Mason University in Virginia. He has led research efforts for some of the leading institutions in the nation including: University of Texas Southwestern Medical Center at Dallas, Johns Hopkins, National Institutes of Health, Centers for Disease Control and Prevention, Environmental Protection Agency, and the Food and Drug Administration. In addition Dr. May has held senior management positions at some of the country's top government contracting firms including Perot Systems, Constella Health Sciences and DynCorp. He has received awards from stakeholders for Leadership, Collaboration, and Managing Employee Performance.
